Yesterday, theymos announced that

Due to excessive garbage-posting, you now need 1 merit to be a Jr Member. All existing Jr Members who didn't meet the requirement were demoted. Also, newbies can no longer set any signature or personal text.

This means that newbies can no longer participate in signature campaigns. In their place, I would reflect on the reason for imposing such restrictions (hint: spam, shitposting) and focuse on improving the quality of their posts, rather than hunting for campaign managers, many of whom, for example, yahoo62278 will never add to the spreadsheet the person who writes low-grade comments. Instead of annoying managers with apply forms, work on the content and form of your posts. If you see that the bitcointalk community accepts and evaluates what you write with merits, then you`ll have at least some grounds for participating in signature campaigns.

We aren't really concerned about ranking restrictions here. The main purpose of the community is to help members to improve their English posting skills, and to enable them to join and start good discussions in the Bitcoin Talk forum.
